Governmental Decree of the Russian Federation of February, 20-th, 2006 №215-r

To fulfill the engagements of the Russian Federation within the Kyoto protocol to the Framework Convention on Climate Change, UNFCCC:

1. To create Russian registry of carbon units for maintenance of rotation securing, storage, transfer, purchase, cancellation and withdrawal of units of the emissions' reduction, certificated reduction of the emissions, established quantity and absorption, and as well for transfer of units of the emissions' reduction, certificated reduction of the emissions and established quantity.

2. MNR of Russia should provide keeping of the Russian registry of carbon units in accordance with requirements of of the Kyoto protocol to the Framework Convention on Climate Change, UNFCCC

3. MNR of Russia with the Ministry of Economical Development and Trading of Russia should develop and approve the procedure of Russian registry of carbon units keeping in agreement with interested federal executive institutions till June, 1st, 2006.

4. MNR of Russia should introduce a motion on the registry administrator to the Government till May, 1st, 2006.
